Alamy WASHINGTON -- The nation's poverty rate remained stuck at 15 percent last year despite America's slowly reviving economy, a discouraging lack of improvement for the record 46.5 million poor and an unwelcome benchmark for President Barack Obama's recovery plans. More than 1 in 7 Americans were living in poverty, not statistically different from the 46.2 million of 2011 and the sixth straight year the rate had failed to improve, the Census Bureau reported Tuesday. Median income for the nation's households was $51,017, also unchanged from the previous year after two consecutive annual declines, while the share of people without health insurance did improve but only a bit, from 15.7 percent to 15.4 percent. "We're in the doldrums, with high poverty and inequality as the new normal for the foreseeable future," said Timothy Smeeding, an economics professor at the University of Wisconsin-Madison who specializes in income inequality. "The fact we've seen no real recovery in employment and wages means we've just flatlined." Mississippi had the highest share of its residents in poverty, at 22 percent, according to rough calculations by the Census Bureau. It was followed by Louisiana, New Mexico and Arkansas. On the other end of the scale, New Hampshire had the lowest share, at 8.1 percent. The last significant decline in the national poverty rate came in 2006, during the Bush administration and before the housing bubble burst and the recession hit. In 2011, the rate dipped to 15 percent from 15.1 percent, but census officials said that change was statistically insignificant. For the past year, the official poverty line was an annual income of $23,492 for a family of four. The Census Bureau's annual report offers a snapshot of the economic well-being of U.S. households for 2012, when the unemployment rate averaged 8.1 percent after reaching an average high of 9.6 percent in 2010. Typically, the poverty rate tends to move in a similar direction as the unemployment rate, so many analysts had been expecting a modest decline in poverty. The latest census data show that the gap between rich and poor was largely unchanged over the past year, having widened since 2007 to historic highs. Signs of Improvement On Monday, Obama called attention to what he described as economic improvements -- the nation's gross domestic product did rise by 2.8 percent last year -- and said congressional Republicans would reverse recent gains if they took uncompromising stands in connection with looming budget deadlines. Some GOP conservatives have been demanding a delay of Obama's new health care law as the price for supporting continued federal government spending. The House is also expected to consider a bill this week that would cut food stamps for the poor by an estimated $4 billion annually -- 10 times the size of cuts passed by the Democratic Senate -- and allow states to put broad new work requirements in place for recipients. "This lack of improvement in poverty is disappointing and discouraging," said John Iceland, a former Census Bureau chief of the poverty and health statistics branch who is now a Penn State sociology professor. "This lack of progress in poverty indicates that these small improvements in the economy are not yet being equally shared by all." Ron Haskins, a senior fellow at the Brookings Institution who specializes in poverty, agreed. "Everything's on hold, but at a bad level; poverty and income did not change much in 2012," he said. "So child poverty is still too high and family income is still too low. The recession may be over, but try to tell that to these struggling families. Don't expect things to change until the American economy begins to generate more jobs." What Doesn't Count in Those Numbers: Quite a Lot The official poverty level is based on a government calculation that includes only income before tax deductions. It excludes capital gains or accumulated wealth, such as home ownership. As a result, the rate takes into account the effects of some government benefits, such as unemployment compensation. It does not factor in noncash government aid such as tax credits and food stamps. David Johnson, the chief of the Census Bureau's household economics division, estimated that unemployment benefits helped keep 1.7 million people out of poverty. If non-cash government aid were counted in the official formula, the earned income tax credit would have lifted another 5.5 million people above the poverty threshold. Counting food stamps would have boosted 4 million people, lowering the poverty rate to 13.7 percent. The slight dip in Americans without health coverage meant 48 million people were without insurance. The drop was due mostly to increases in government coverage, such as Medicaid and Medicare. The number of people covered by employer-provided health insurance remained flat. The decline in the uninsured was modest compared to a bigger drop in 2011, which occurred due to increased coverage for young adults under the new health care law. Because the main provisions of the Affordable Care Act don't take effect until 2014, the latest census numbers offer a baseline number of uninsured by which increased coverage and effectiveness of the law will be measured. Many conservative Republicans remain committed to repealing the law. Starting next year, the government will offer tax credits for people without access to job-based health insurance to buy private coverage through new markets, called exchanges, in each state. Open enrollment starts Oct 1. The new health care law also expands Medicaid to cover millions more low-income people, but so far only 24 states plus Washington, D.C., have gone along with the expansion. The Congressional Budget Office estimates that by next year, the health law will reduce the number of uninsured in the U.S. by about 25 percent. By 2017, it is projected that 92 percent of eligible Americans will have health insurance, a 10 percentage point increase from today's level.

Chipotle Mexican Grill's (NYSE: CMG ) burritos won't be getting more expensive this year, after all. The Tex-Mex chain had hinted at "potential menu price increases" last quarter, but shelved the idea yesterday, saying that it has no plans to jack up prices for the rest of 2013. So investors will have to wait at least six months for the profit and sales jump that would come with any price hike.
You could argue that Chipotle has even more reason to raise prices now. Food costs ticked up again this past quarter, to 33.1% of sales. Those rising costs bit into restaurant margins, cleaving almost two percentage points from profits. Chipotle's expenses are well above fast-casual rivals like Panera Bread (NASDAQ: PNRA ) , which books a steady 29% food charge. For its part, Panera hasn't shied away from pricing boosts. A 2.3% price rise helped the baker log a 3.3% jump in sales for the first quarter.
Slowing sales growth isn't an excuse for Chipotle to punt on pricing changes any longer, either. Customer traffic levels are on the upswing, as comparable sales bounced in the second quarter to over 5% versus the 1% growth it clocked to start the year. That's much better than Yum! Brands' Taco Bell chain could manage. After beating Chipotle by logging 8% growth in 2012, its fast food rival couldn't engineer a repeat, growing by just 2% in the U.S. last quarter.

The Company operates its McDonald��-branded restaurants under two basic structures: Company-operated restaurants operated by the Company and franchised restaurants operated by franchisees. It owns, fully manages and operates the Company-operated restaurants and retains any operating profits generated by such restaurants, after paying operating expenses and the franchise and other fees owed to McDonald�� under the Master Franchise Agreements (MFAs). In Company-operated restaurants, it assumes the capital expenditures for the building and equipment of the restaurant and, if it owns the real estate location, for the land as well. Under its franchise arrangements, franchisees provide a portion of the capital required by initially investing in the equipment, signs, seating and decor of their restaurants, and by reinvesting in the business over time. Restaurant Categories
The Company classifies its restaurants into one of four categories: freestanding, food court, in-store and mall stores. Freestanding restaurants are the type of restaurant, which have ample indoor seating and include a drive-through area. Food court restaurants are located in malls and consist of a front counter and kitchen and do not have their own seating area. In-store restaurants are part ! of a larg! er building and resemble freestanding restaurants, except for the lack of a drive-through area. Mall stores are located in malls like food court restaurants, but have their own seating areas. As of December 31, 2010, the Company had completed the reimaging of 308 of 1,569 restaurants. Many of the reimaging projects include the addition of McCafe locations to the restaurant. It has developed system-wide guidelines for the interior and exterior design of reimaged restaurants.
McCafe Locations and Dessert Centers
McCafe locations are stylish, separate areas within restaurants where customers can purchase a range of customizable beverages, including lattes, cappuccinos, mochas, hot and iced premium coffees and hot chocolate. As of December 31, 2010, there were 267 McCafe locations in the Territories, of which 12% were operated by franchisees. Argentina, with 71 locations, has McCafe locations, followed by Brazil, with 67 locations. In addition to McCafe locations, it has Dessert Centers. Dessert Centers operate from existing restaurants, but depend on them for supplies and operational support. As of December 31, 2010, there were 1,306 Dessert Centers in the Territories.

That trade will hit if ARCO manages to take out its intraday high of $13.42 and then once it clears more resistance at $14.35 with high volume.
Traders should now look for long-biased trades in ARCO as long as it's trending above its 200-day at $12.86 or its 50-day at $12.31 and then once it sustains a move or close above those breakout levels with volume that hits near or above 856,761 shares. If that breakout triggers soon, then ARCO will set up to re-test or possibly take out its next major overhead resistance levels at $15.52 to its 52-week high at $16. Any high-volume move above those levels will then give ARCO a chance to tag $18 to $19.

India�� government has no plans to intervene in the currency markets, even if it feels the rupee is grossly devalued against the dollar. Deputy Chairman of the Planning Commission, Montek Singh Ahluwalia told Karan Thapar in an interview on CNN-IBN�� co-produced news show ��evil�� Advocate��that New Delhi has no life boat for the troubled currency.
�� don�� believe that either the government or the RBI have taken a view that we are drawing a red line on where the rupee should be. At the moment, in my view, the rupee is over depreciated,��he said.
Last Thursday, the rupee touched an all time low of 65.56 against the dollar but recovered to 63.20 on Friday on Finance Minister P. Chidambaram�� pep talk and suspected intervention by the Reserve Bank (RBI). The intervention never came. The rupee has depreciated over 17% against the dollar since April.
Central Bank policy has been roundly criticized by the market over the last month. The Bank lowered its benchmark interest rate by 75 basis points to respond to the slowing economy, but investors bailed when monetary policy become anti-growth earlier this summer. In mid-July, the RBI announced a number of measures geared towards stabilizing the rupee, then in the 50s. Interest rates rose and the bank capped cash injections into the banking system. It also increased the reserve ratio requirement for banks, which restricts what they can lend to customers.

Overall, the most popular emerging market ETFs experienced much sharper declines than the less-than-1% drop the Dow posted this week. It had 22 owned former retail stores (281,000 square feet) that were vacant as of January 31, 2011. The Company is marketing these vacant properties to lease or sell. Three months ago I wrote that the stock performance YTD of independent ethanol producer Paci! fic Ethano! l (PEIX) was an "aberration", especially in light of the performance of its industry peers' shares. The discrepancy between Pacific Ethanol's share price and those of its peers has only grown more pronounced since July (see figure). Green Plains Renewable Energy (GPRE) and REX American Resources (REX) have continued to greatly outperform the S&P 500. Even Biofuel Energy, which fell behind on its interest and debt payments over the summer and is facing a shareholder-ruining liquidation, has seen its share price perform significantly better than Pacific Ethanol's in 2013. The oddest part about the stock's performance over the last three months, however, is that the period has been marked by multiple positive announcements from the company. It late July it reported its first positive EPS in almost two years for Q2 (0.07). Its Q2 EBITDA of $3.8 million was its highest sinc e Q4 2011. Its current ratio is well above its previous lows, its ratio of total assets to total liabilities is increasing, and its total shareholders' equity is at a 3-year high. Despite these improvements, the company's price/book ratio is a mere 0.77.

Report: States with the worst health coverage
For now though, health insurance remains out of reach for many Americans. In states
such as Florida and Alaska, more than one in five residents are without insurance. And an
estimated 22.5% of Texans didn't have health insurance in 2012.
Based on data recently released by the Census Bureau, 24/7 Wall St. reviewed the states with the lowest rates of health insurance coverage in the U.S. in 2012. People 65 and older are automatically eligible for Medicare. Nationally, 15.5% of the population is covered by this program. Several of the states with lower overall coverage rates have disproportionately fewer residents over 65, and as a result they have lower rates of Medicare coverage.

The opposite is also true. In Florida, where 20.1% of the population is without health
insurance, it has the the second-highest proportion of residents covered by Medicare. The other large public health insurance program, Medicaid, covers Americans who cannot afford coverage. Roughly 18% of the population is covered under the program.
Many of the states with the lowest health insurance coverage have relatively low median household income and high poverty rates. But, like Medicare, there does not appear to be a strong relationship between high Medicaid coverage and lower overall rates of uninsured residents.
In an interview with 24/7 Wall St., Peter Cunningham, senior fellow at Center for
Studying Health System Change, explained that Medicare and Medicaid can
impact a state's health insurance coverage rate. Where Medicaid plays a small role, "it's really the variation in the rates of employer-provided private insurance coverage that drives the variation in uninsured rates," Cunn! ingham said.
In fact, more than 65% of the U.S. population is covered through private health insurance, and the vast majority of that is through employers. All of the states with the lowest overall health insurance coverage rates had among the lowest rates of employer-provided insurance.

These states have low rates of employer-provided insurance, Cunningham explained,
because of the industries that are common to these states. Most of these states have
lower proportions of higher-paying jobs or unionized manufacturing jobs, in which
employers tend to provide insurance. In fact, all but one of the 10 worst states had below the national average manufacturing employment. "We all talk about the decline of American manufacturing, but it's still the case that in a lot of states, the traditional manufacturing jobs still play a pretty big role."

Cunningham also explained that states with high uninsurance rates are typically poorer because lower-wage jobs are much less likely to provide health insurance coverage. Cunningham gave the example of Florida. "The economy in Florida is based on tourism. A lot of the service and hospitality sector jobs don't pay a lot and don't offer health benefits. It's a very different economy than states that have much lower uninsured rates." Florida had the lowest rate of employer-provided health insurance in the country.
Based on the Census Bureau's 2012 American Community Survey, 24/7 Wall St.
reviewed the 10 states with the lowest percentage of the population covered by a health
insurance plan. We also reviewed a variety of additional data from the ACS for 2012,
including age distribution, poverty, income, and the proportion of residents covered by
private insurance, Medicaid and Medicare. We also reviewed 201! 2 average! unemployment rates from the U.S. Bureau of Labor Statistics. These are the 5 states with the worst health coverage.
5. Georgia
• Pct. without health insurance (2012): 18.4% (tied-5th highest)• Unemployment rate (2012): 9.0% (9th highest)
• Poverty rate: 19.2% (6th highest)
• Pct. aged 65 and over: 11.5% (4th lowest)
Last year 43.8% of unemployed workers in the U.S. did not have health insurance, while in Georgia, 53.6% of the unemployed were uninsured. However, Gov. Nathan Deal, an outspoken opponent of the Affordable Care Act, has elected not to expand Medicaid or set up a state-controlled insurance exchange. The state's Insurance Commissioner Ralph Hudgens drew scrutiny last month when he stated that Georgia was doing "everything in [its] power to be an obstructionist."
4. Florida
• Pct. without health insurance (2012): 20.1%
• Unemployment rate (2012): 8.6% (12th highest)
• Poverty rate: 17.1% (17th highest)
• Pct. aged 65 and over: 18.2% (the highest)
Florida is one of just four states where at least a fifth of the population didn't have
health insurance in 2012. While the state's relatively large elderly population means
that a disproportionately high percentage of Floridians were covered under Medicare,
the younger adult population were much more likely to be without insurance than other
states. As many as 28.8% of those between the ages of 18 and 64 didn't have health
coverage compared to just over 20% nationally. The New York Times reported that, in
defiance of the Affordable Care Act, Florida's government has been reluctant to offer
its residents information on the the federal insurance exchanges that will allow
residents to shop for the most affordable plan.
3. Alaska

• Unemployment rate (2012): 7% (22nd lowest)
• Poverty rate: 10.1% (2nd lowest)
• Pct. aged 65 and over: 8.5% (the lowest)
Although Alaska is one of the nation's wea! lthiest s! tates, with a median income of
$67,712 in 2012, it also has a relatively large number of residents who were uninsured.
This may be due in part to the seasonal nature of much of Alaska's workforce — such
workers often either do not receive insurance from their employers or do not keep their
insurance after their work has ended. Last year, 21.4% of workers who were employed
did not have health insurance, one of the highest rates in the nation. But for Alaskans
hoping to obtain health insurance under the Affordable Care Act, premiums in the state
will be higher than anywhere else in the nation, exempting for Wyoming.
2. Nevada

• Unemployment rate (2012): 11.1% (the highest)
• Poverty rate: 16.4% (19th highest)
• Pct. aged 65 and over: 13.0% (11th lowest)
Nevada minors were the most likely in the country to lack health insurance. An
estimated 16.6% were not covered, more than double the national rate. In general, the
likelihood of not having health insurance is much higher for those without a high school
diploma. In Nevada, due to a poor graduation rate, the chances of this happening are
significantly worse. Nevada also has the largest portion in the nation of households
earning under $25,000 per year without health insurance. Under the Affordable Care
Act in Nevada, those earning under 400% of the national poverty rate will be eligible
for tax credits. Nevada will likely be one state relying on this provision the most. The
state also has the highest proportion of residents employed in service jobs, which are
less likely than many jobs to provide health benefits.

• Pct. aged 65 and over: 10.9% (3rd lowest)
Not only did Texas have the highest rate of uninsured people in 2012, but the state also
had among the h! ighest po! rtion of uninsured children, elderly, and unemployed people. Additionally, over 30% of adults under 65 were uninsured in the state. Lawmakers have been opposed to the Affordable Care Act, with Texas Sen. Ted Cruz speaking for over 20 hours in an attempt to block the law from taking effect.

"Everything from marketing and site selection to product initiatives and franchisee selection have been historical factors," said Nick Setyan, vice president in charge of equity research at Wedbush Securities, in an email. Here are four factors that drive higher sales volumes at McDonald's: 1. McDonald's gets more customers during off-peak hours. Look no further than the strength of its breakfast business relative that of Burger King, says Darren Tristano, executive vice president at restaurant consultancy Technomic. Egg McMuffin is part of the fast-food vocabulary in a way Burger King can't match. And beverage and snack offerings such as McCafe and wraps have helped increase McDonald's sales between meals.
